The concept of the Travel Bubble came from Europe. It refers an agreement between two or more countries to open up their borders for travel without strict quarantine.
With the stabilisation of Covid-19 cases in both regions, the governments of Hong Kong and Singapore have announced on April 26 that the postponed travel bubble is launched and that designated flights will begin on May 26. Cathay Pacific and Singapore Airlines will be operating alternating flights between the two cities. There will be one flight a day limited to 200 passengers.
- Hong Kong requires its residents, as an added safety precaution, to have received their second vaccine dose two weeks before departing for Singapore.
- Travellers must first test negative in up to four Covid-19 PCR tests at various stages of the journey.
- Travellers departing to Singapore will have to download and use Singapore’s App “Trace Together “.
Travellers coming to Hong Kong will have to download and use Hong King’s App “LeaveHomeSafe”.
According to Government's announcement, designated

Procedure for travelers from Hong Kong to Singapore
Before you go
① Travellers will have to remain in Hong Kong or Singapore in the last 14 days prior to departure (not including any time spent in quarantine or stay-home notice)
②Those travelling to Singapore will need to take a mutually recognised Covid-19 PCR test within 72 hours and have a negative result before departure.
③ Hong Kong residents must have received their second vaccine dose 14 days before departure.
④ Travellers will be required to go on flights dedicated for those travelling under the scheme.

- Those who are not suitable for vaccination on medical grounds
- Those with less than 90 days’ stay in Hong Kong
- Those who are using non-Hong Kong issued travel documents for departure

Procedure for travelers from Singapore to Hong Kong
Before you go
① Travellers with a travel history to Indonesia and the Philippines within the last 14 days prior to departure are required to present a valid negative Covid-19 polymerase chain reaction (PCR) test result, taken within 72 hours before departure in order to transit through Singapore. This requirement does not apply to Singapore Citizens, Permanent Residents or children aged 6 and below. The test result should be issued in English, within 72 hours before departure, and from recognised laboratories.
② You will be screened for signs of illnesses, and asked to declare your health status at your departure airport. If you are exhibiting any symptoms of respiratory illnesses, you will not be allowed on board.
③ Head to the boarding gate early, wait for your boarding group to be called, and practise safe distancing at all times.
④ You are required to wear a face mask throughout your flight except at meal times. Children under the age of six are exempted from this rule. You should know that most airports will also require you to wear a face mask, so do ensure you have one before leaving home.
